Despite major efforts by CSOs, child issues generally get less attention and are given less priority in the state budget. Most importantly, even when the money allocated to the children’s program is allocated, the state budget allocates much less than what was intended. Through this report, Save the Children intended to develop a budget analysis that highlights the deficiencies identified in the budgeting system and procedures that hinder and distort the proper implementation of the budget plan for children with disabilities.
